Before 1959 Layton garbage collection was not a separate cost, but a part of city taxes

LAYTON used to have "free" garbage collection and disposal. OK, it wasn't truly free, but it was NOT a separate cost, as the property tax Layton residents paid had also funded the garbage service entirely, from when Layton had become a City in 1920, for almost 40 years.
This new charge of 75 cents per month was added to water bills for the first time in Layton beginning Jan. 1, 1959. (That's just over the equivalent of $6.60 a month in the year 2020 dollar values.)

-1959 was also the first holiday season when Layton City had some Christmas lighting along the downtown business end of Main Street. However, back in that era, the Christmas season began long after Thanksgiving. Layton's holiday lighting was not switched on until December 13, less than two weeks before Christmas Day. Dec. 13 was also the day when Santa Claus visited children in Layton City, as sponsored by the Layton Junior Chamber of Commerce.
